UAE Cosmetics Testing and Registration

UAE cosmetics testing and registration is a mandatory regulatory process for any cosmetic product intended to be placed on the United Arab Emirates market. We support cosmetic brands, manufacturers, and international companies in meeting all legal, safety, and documentation requirements, ensuring smooth and compliant access to the UAE market.

Cosmetic products in the UAE are regulated under a strict legal framework that includes the Technical Guidelines for Cosmetics and Personal Care Products issued by Dubai Municipality, GSO 1943:2024 – Safety Requirements of Cosmetics and Personal Care Products, and the MoIAT Cosmetic Regulation. Compliance with these regulations is essential before any product can be sold or distributed in the country.

What Is Considered a Cosmetic Product in the UAE?

MoIAT defines cosmetic products as any substance or mixture intended to be placed in contact with the external parts of the human body, such as the skin, hair system, nails, lips, external genital organs, teeth, or oral mucous membranes. The primary purpose of these products must be cleaning, perfuming, changing appearance, protecting, maintaining good condition, or correcting body odors.

It is important to emphasize that product claims directly influence regulatory classification. Products claiming to prevent, diagnose, treat, or cure diseases, or to modify physiological functions through pharmacological or metabolic action, are not classified as cosmetics. Instead, they may fall under pharmaceuticals, medical devices, food supplements, or OTC products.

Examples of Non-Cosmetic Products in the UAE

Certain personal care products are explicitly excluded from cosmetic classification in the UAE. These include acne treatments, eczema and psoriasis treatments, rosacea solutions, products intended for weakened or damaged capillaries, treatments for tired or swollen legs such as varicose veins, as well as hair loss and alopecia treatments. Correct classification is critical to avoid registration rejection or enforcement actions.

Regulatory Requirements and Halal Compliance

All cosmetic products must be registered with the Dubai Municipality Health and Safety Department (HS-D) prior to market placement. Successful registration results in a Dubai Municipality product registration certificate, valid for five years, along with a MoIAT conformity certificate.

Additionally, certain cosmetics must comply with Halal certification requirements, ensuring that products do not contain ingredients prohibited under Islamic law, such as alcohol or pork-derived substances.

Registration Categories and Local Agent Obligation

Cosmetics are categorized as low-risk, medium-risk, or high-risk products based on formulation, intended use, and target population. Accurate categorization is essential for determining testing requirements and review timelines.

All cosmetic products must be registered through a local agent based in Dubai, who acts as the authorized distributor and regulatory representative.

Documentation and Timelines

The registration dossier typically includes product images, artwork, Free Sale Certificate, Certificate of Analysis, full ingredient list, product samples, GMP certificate, PIF file, laboratory test reports, and a Safety Assessment Report confirming product safety.

The standard registration process takes approximately 40 working days, with an additional 20 working days if laboratory testing is required. Delays may occur depending on regulatory authority reviews or system updates.
